Abra o arquivo Item/ItemOptionRate.txt e altere todas as linhas que comecem com os Index 4, 5, 6 e 7.
Nessas linhas coloque o valor 10000 (dez mil) na coluna que corresponde a Rate0 e coloque 0 em todas as outras colunas dessas linhas.
No MuServer que eu tenho, são essas linhas, é Louis Season 6. Pode ser que o seu seja diferente. Se for uma Season mais baixa, provavelmente não terão algumas Index, como as de Wing Mix 3 por exemplo.
