ENGLISH SUPPORT How to make all characters to move same lvl (Season12)

Hi , how can I make all character to move at same level , for exeample , DL can move more early then a SM and I wanna make all character to move at the same lvl

Exeample :
Arena lvl request 300 lvl
SM move at lvl 300 to arena but Summoner,DL,RF and MG can move at lvl 220 and I wanna make all characters to move at lvl 300
It is possible ?
